Proposed Merger Permanent and Occasional Teacher Locals
The primary reason for the existence of two local bargaining units – permanent and occasional teacher local bargaining units - is collective bargaining. The Education Act allows units to combine Local Bargaining Units to bargain one collective agreement.

The Eastern Ontario OECTA Constitution, By-laws, and Procedures pertain to all members of OECTA within the Catholic District School Board of Eastern Ontario, permanent and occasional. In the Constitution, Unit membership includes teachers in the elementary and secondary panels, members of the occasional teachers’ local, teachers employed in continuing education, and associate members accepted by the Provincial Executive.

All members are again referenced in Article 1 in the By-laws regarding membership and “duties, responsibilities and privileges of members”. In Article 2 Unit Organization Section 1, Unit Executive positions are listed including “Occasional teacher president or designate”. All Executive members are voting members. Section 2 outlines the overall duties of the Unit Executive, and specific duties attached to each position. The unit president represents the unit membership and is the official spokesperson for the Association. The Executive is responsible for assisting in the operation of the unit with duties ranging from appointing committees or workgroups, to supervising the preparation of a balanced budget and its presentation to the membership, to encouraging active involvement from members, etc.

Procedures are written for all members. They reference the Provincial AGM, Finances and Expenses including day-to-day finances and PD funding, Duties of Committees, and amendments to procedures.

The merger proposal to be voted on this month deals with one more step in creating a fully amalgamated unit. Eastern OECTA would become one local bargaining unit in all respects, including collective bargaining. Your Unit Executive has discussed merger for over a year, considering the pros and cons. It is our recommendation to combine the two existing local bargaining units. Once the vote is concluded, the unit would enter into discussions with the Board regarding combining the collective agreements.

Voting will be conducted for members of the permanent teachers’ local bargaining unit in the follow locations on the dates listed from 2:30 to 4:30 p.m.

Staff Rep Reminders
Staff reps, please return the Membership Data forms you received at the fall in-service. We need to update the local database and Provincial Office requires this updated information to ensure their records are correct. These lists also serve as your request for an Edvantage card if you are a new-hire or if you have lost your card.

Secondly, please return the Elementary supervision tracking sheets sent to your school in November. We are sending another set for the next two months.

Elementary report cards: In order to try to address issues surrounding the completion of the reports before beginning the second term reports, we would appreciate your input. What worked well?
What did not work well?
What do you need to make the process work well?
We would also ask you to send us information on the amount of time spent completing one report card and/or the total amount of time it took to complete the reports.

Staff Rep In-service (half day)
Date to be determined. The Executive meeting will be held on the afternoon of January 16, 2007. PD fund applications should be submitted by Friday, January 12, 2007.

Provincial AGM 2007
If you are interested in attending the Provincial AGM from Saturday, March 10 to Monday, March 12, 2007, please submit your name by Tuesday, January 16 at noon. It is an opportunity to meet teachers from across the province and play a role in the workings of your Association.
